In the diagnosis section of this article, the authors mention both fleas and "sand fleas" as causing a rash similar to chiggers.

Fleas are parasites, and the female cannot lay eggs until she has had a blood meal. Therefore, fleas cannot complete their life cycle in sand, although development can occur there.

"Sand fleas" is a misnomer; they are no different from any other fleas.
